Based on millions of recent test results from Speedtest.net, this index compares and ranks consumer download speeds around the globe. The value is the rolling average throughput in Mbps over the past 30 days where the mean distance between the client and the server is less than 300 miles.

Lemme tease with some morsels (higher is better):
US: 9.87 Mbps
Canada: 8.31 Mbps
UK: 7.69 Mbps
Ireland: 5.59 Mbps

South Korea is #1 in the world @ 31.36 Mbps

Bear in mind your state/country is likely served by multiple ISPs so you may personally have a higher score than your country's average (this is where Ocean chimes in)...

I live in one of the, if not the, highest speed consumer broadband areas in the UK; universities get priority on British Telecom's infrastructure, and the university owns a goodly sum of the buildings in the city, so I think that artificially boosts the figures somewhat, but the overall download speed is about 20mbps (the university's connexion is 72mbps, so it's easy to see how that would boost the average).
